Gov. Gavin Newsom signed Senate Bill 1090 on September 30, creating a temporary exception to a state housing-density rule for parts of Altadena rebuilding after the Eaton Fire. CBS Los Angeles reported October 1 that the Keep Altadena Land in Altadena Hands Act took effect immediately under an urgency clause.

What it means locally

The law pauses application of Senate Bill 1123 in Altadena for development applications submitted from October 1, 2026, through January 1, 2030. SB 1123 can allow up to 10 homes on certain residential properties. Supporters say the pause gives fire survivors time to rebuild without speculative pressure that could strain local infrastructure, while residents retain options to build accessory dwelling units or divide lots under other rules. In his signing message, Newsom said statewide housing streamlining remains important but that the Eaton Fire created unusual recovery conditions warranting a narrow, temporary adjustment in two Altadena ZIP codes. The accompanying photograph shows an “Altadena Not for Sale” yard sign at a fire-damaged property in January 2025 and is archival; it does not depict a current development application.
