L.A. County selected to run homeless count and federal-funding bid

A regional homelessness planning body selected Los Angeles County to conduct the annual point-in-time count and submit the region’s application for federal homelessness funds, replacing two functions now handled by LAHSA.

The Los Angeles Continuum of Care voted overwhelmingly Tuesday to designate the county’s Department of Homeless Services and Housing for the two federal-facing roles. The transition is not immediate: original reporting by LAist and the Los Angeles Times says a federal judge is expected to review the selection and determine next steps.

Selected agency: Los Angeles County Department of Homeless Services and Housing

Selected roles: Annual homeless count and federal grant application

Court review: Status conference expected October 27

Not decided: Regional client database and housing-placement coordination

Two other system roles remain contested

The county and City of Los Angeles are still competing over responsibility for the Homeless Management Information System and the coordinated-entry system used to match people with shelter and housing. The Continuum of Care postponed that vote after attendance exceeded the capacity of an earlier online meeting, and a new date had not been announced in the cited reporting.

The selection followed a federal dispute over the Los Angeles Homeless Services Authority’s access to housing funds. A judge temporarily blocked the federal suspension while ordering the regional planning body to evaluate successors for LAHSA’s federal roles.
