CBS Los Angeles reported that UL Research Institutes released a broad review Friday of the Palisades and Eaton fires. Researchers concluded that the disasters reflected several interacting problems rather than one isolated mistake or system breakdown.

Communication and command gaps

The review found that relocating command posts and weak links between leaders and crews made it harder to track firefighters in the field. Researchers also said evacuation work was not given enough weight within the Eaton Fire's incident-command structure.

Lessons for rebuilding

Extreme winds, dry fuels, steep terrain and older buildings combined to overwhelm available suppression capacity, according to the report. The findings point to stronger communications, clearer evacuation leadership and home-hardening measures as communities rebuild.
