San Diego begins issuing $25 e-bike citations
Police can now ticket violations of the city’s youth e-bike rules after a 60-day education and outreach period ended.
San Diego’s ordinance took effect August 13 and bars children younger than 12 from operating Class 1, 2 or 3 e-bikes on city roadways, bike paths, trails, parks and boardwalks. The city held citations during a 60-day grace period that ended October 12.
ABC 10News reported at 2:39 a.m. October 14 that enforcement began Tuesday. Violations carry a $25 fine, though some cited riders may complete a free, state-approved online safety course instead of paying.
Enforcement began: October 13, 2026
Fine: $25
Age rule: Riders under 12 may not operate e-bikes in covered city public spaces
Alternative: A free approved safety course may be available in place of the fine
A pilot focused on youth safety
Councilmember Raul Campillo described the rules as a pilot that will let the city track citations and crashes. The San Diego County Bike Coalition has opposed the age restriction, arguing that officials should focus enforcement on dangerous riding already prohibited by law and publish data showing whether the ordinance improves safety.
